No, that won't be good.
On the label for Hershey's Cocoa--there are recipes....and I want to tell you--I'm sort of a snob..I really don't like box mix things-and really prefer Toll House Chocolate Chips and Baker's Chocolate..with cookies and cakes from scratch.

But you can't make chips out of cocoa...you can melt chips and make brownies-buy why.It's more expensive because they had to go through the effort of making all the chips.

If the recipe called for melted chips you might get away with it. It will not be as creamy as with the chocolate chips. If you have semi-sweet baking squares you could chop that up to the size of chips and use that.

Yes you can. It taste great. Make sure you don't put to much thought. and add a little more surgar. Just a little. Just curious what are you making?
Maybe you CAN but it won't taste AT ALL as good!!
I'm not sure what you are making but if you substitute chocolate chips for coco powder it's not going to be the same. If the recipe calls for coco powder then you need to use coco powder.
